Community Development Programs

The Office of Community Development actively promotes a diverse, safe, and dynamic community to enhance the living and working choices of all of Marinette's citizens and visitors.

Community Development Block Grant Program

The following programs are for low- and moderate-income persons residing in the City of Marinette.

Owner-Occupied Housing Rehabilitation

A deferred payment loan with zero percent (0%) interest. No repayment until title of house is transferred or persons move out. The maximum loan is $9,750.00. Major rehabilitation needs include heating, electrical, plumbing, roof, exterior doors, windows/storms, siding, foundation/structure, insulation, and handicapped accessibility items.

Renter-Occupied Housing Rehabilitation

A 50% matching loan at three percent (3%) interest to owners of rental property. The repayment of the loan shall be deferred for one year per thousand loaned or for the term of private financing, whichever is less. Maximum loan is $10,000.00.

Handicapped Accessibility Improvements

A deferred payment loan with zero percent (0%) interest. No repayment until title of house is transferred or persons move out. The maximum loan is $15,000.00 to persons certified as handicapped by Social Security. Loan is for handicapped accessibility items such as entrance ramps, bathroom facilities, widening of doors, etc.

Home Buyer Assistance

Fund reasonable closing costs and up to 50% of a reasonable down payment. (A reasonable down payment is considered to be not more than 20% of purchase prices.) Loans will be 0% deferred payment loans. Homes must be located in the City of Marinette. No repayment until title of house is transferred or persons move out.

Housing Cost Reduction Initiative Program

The following programs are for low- and moderate-income persons residing in the City of Marinette.

Home Ownership

Zero percent (0%) interest deferred loans to be used for down payments and/or closing costs for home buyers who are income qualified. Individual loans shall not exceed $2,500.00. Home buyers must qualify under existing Community Development Block Grant guidelines.
