Starting in April of 2019 the Marinette Police Department, the Marinette County Sheriff’s Office, along with the Wisconsin State Patrol will be conducting High Visibility Enforcement (HVE) on Hall Avenue at Main Street, south to Hall Avenue at Marinette Avenue. This method of enforcement will take place on scheduled days and times that will be made known to the public through multiple media outlets and social networking sites. This enforcement is in response to numerous citizen complaints of the motoring public running yellow and red traffic signals along with the recent number of traffic crashes related to yellow and red light traffic violations.
High Visibility Enforcement (HVE) is a universal traffic safety approach designed to create deterrence and change unlawful traffic behaviors. HVE combines highly visible and proactive law enforcement targeting a specific traffic safety issue. Law Enforcement efforts are combined with visibility elements and a publicity strategy to educate the public and promote voluntary compliance with the law.
HVE is designed to change unlawful traffic behaviors and reduce crashes, injuries and fatalities. HVE is not a strategy designed to increase arrests; in fact, it may yield decreased citation counts over time.
